4.18 Sailing - NSWCHSSA Championships

4.18.1 Regatta Rules

The Australian and NSW All Schools Championship will be incorporated into the NSWCHSSA Championships and will include separate award / medal recognitions.

(a) General

The Regatta will be governed by the current rules as defined in the current Racing Rules of Sailing (RRS).

The class rules of the respective classes and RRS Appendix B Sailboard Racing Rules will apply, except as any of these are altered by the Sailing Instructions and the Notice of Race.

Buoyancy - All competitors shall wear personal flotation devices which are in good condition and are in accordance with the specifications issued or approved by a national authority affiliated to the International Sailing Federation, or a standards organisation, or certification authority, recognised for the purpose by its respective government. Attention is drawn to Fundamental Rule 1.2.

(b) Alteration of class rules

Any class rule that:

(i) requires a crew weight restriction or an age restriction shall not apply

(ii) allows sail pumping shall not apply (sailboards exempt).

(c) Registration and entry

(i) Entry details are the responsibility of the skipper to provide full details of the class of the boat, including any relevant class classification that may be applicable. The sailing committee accepts no responsibility where the full information is not supplied, and protest action is taken.

(ii) Competitors shall complete registration on Tuesday (day 1) of the regatta from 0930hrs to 1130hrs.

Registration will take place in the race office at the Belmont 16ft Sailing Club.

(d) Advertising

(i) Advertising will be in accordance with ISAF Regulation 20.

(ii) Competitors will be required to display event sponsor’s name(s)/logo(s) and bow numbers. The organising authority will supply these items and they shall be affixed as prescribed below.

(iii) Bow numbers must be positioned as near to the bow as possible – please ensure that they are no further back than 300mm from the bow.

(iv) Sponsor stickers must be positioned directly behind the bow numbers and are not to be obscured.

(iv) Associate sponsors, stickers are to be affixed to starboard side of booms.

(v) All event sponsor’s names/logos must be affixed for the duration of the regatta.

(e) Notices to competitors

(i) Notices to competitors will be posted on the official notice board located outside the race office.

(ii) A Pre regatta briefing will be held at 1145hrs on first day of the championships outside the race office.

(iii) Pre-race briefings for all competitors will be held each day of racing at 1000hrs from Day 2 of the championships onwards outside the race office.

(iv) Changes to sailing instructions

Any change to the sailing instructions will be posted before 0945hrs on the day it will take effect, except that any change to the schedule of races will be posted by 1800hrs on the day before it will take effect.

(v) Signals made ashore

(i) Signals made ashore will be displayed on the official flag mast located on the southern end of the club rescue boat shed.

(ii) When code flag AP is displayed ashore, 1 minute is replaced with not less than 30minutes in race signal AP.

(iii) When code flag R is displayed ashore, all boats will remain ashore and no boats will go afloat.

(iv) When code flag L is displayed ashore it will indicate changes to instructions or other important information has been posted on the notice board. This shall be done no later than 1 hour before commencement of racing.

(v) Schedule of races

Racing is scheduled as follows:

Tuesday: Registration (0930-1130 hours) — Pre-regatta briefing (1145 hours) —Racing (1300 hours) — Welcome BBQ

Wednesday: Pre-race briefing (1000 hours) — Racing

Thursday: Pre-race briefing (1000 hours) — Racing

Friday: Pre-race briefing (1000 hours) — Racing — Presentation (1830 hours)

(ii) The schedule of races is set out above. A maximum of 8 races will be sailed with a minimum of 1 race to be completed to constitute a series.

The first warning signal for any division will not be made before 1300hrs on the scheduled invitational race.

The first warning signal for any division on the remaining days will not be before 1100hrs

On the last scheduled day of the event no warning signal shall be signalled after 1500hrs.

(f) Division flags

Boats will be divided into five divisions based on class, yardstick and/or numbers. Division flag are as follows:

Division flag class(es)

White flag with numeral 1 - Monohulls & Yachts

White flag with numeral 2 - Medium Monohulls

White flag with numeral 3 - Multihulls

White flag with numeral 4 - Slower Monohulls

White flag with numeral 5 - Sailability

(g) Racing area

The racing area will be on the waters of Belmont Bay, Lake Macquarie which is the area south west of the Belmont 16ft Sailing Club.

(h) Courses

(i) The diagrams in Appendix A (see below) show the courses and the order in which marks are to be passed.

(ii) The side on which marks are to be left will be indicated by a red flag for port and a green flag for starboard.

(iii) No later than the warning signal for that division, the race committee signal boat will display the course to be sailed.

(i) Marks

(i) Marks 1, 4 & 5 will be yellow inflatable buoys.

(ii) Marks 2 & 3 will be orange inflatable buoys.

(iii) Marks 1A & 4A will be green inflatable cones.

(iv) The starting mark will be an orange cylindrical buoy.

(v) The Finishing mark will be a buoy with a blue flag.

(vi) New mark, as provided in instruction 15.1, will be blue inflatable cones

(j) The start

(i) Starting signals will be started according to RRS 26.

(ii) Divisions will start in the order of 3, 1, 4, 2, 5.

(iii) The starting line will be between a staff displaying an orange flag on the race committee boat at the starboard end of the line and an orange cylindrical buoy on the port or pin end of the line.

(iv) Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other divisions.

(v) A clearance buoy may be laid at the stern of the race committee signal boat. Such a buoy shall form part of the boat for the purposes of RRS 31 and boats shall not pass between this mark and the race committee signal boat.

(vi) Following a General Recall, the Z Flag Rule (RRS 30.2) or Black Flag Rule (RRS 30.3) may apply.

(v) Recalls

General Recalls shall be signalled in accordance with RRS 29.3.

If Divisions 1, 2, 3 or 4 are recalled they shall be relegated to starting last.

(k) Change of position of the next mark

(i) Change the position of a mark

To change the position of the next mark, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. The change will be signalled before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated without further signalling to maintain the course configuration. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

(ii) Shorten course

Shorten course will be signalled by displaying code flag S and the divisional flag with the new course to be sailed, displayed at windward marks.

(l) The finish

(i) The finishing line will be between a staff displaying a blue flag on the finishing boat and a finishing buoy with a blue flag.

(ii) A boat shall cross the finishing line completely. This changes RRS 28.1.

(iii) A boat which has finished shall not re-cross the finishing line, while the finishing line is in place.

The penalty for such an action shall be the addition of two minutes to the boats elapsed time for that race.

(m) Time limit

(i) The absolute time limit shall be at:

Invitation race 2.5 hours from the last divisional start
Races 1 – 8, 2 hours from the last divisional start

(ii) Boats still racing when her time limit expires will be scored points equal to the number of boats finishing within the time limit plus 30% of the number of starters rounded to the nearest whole number, but no more points than the number of starters. Such boats will be scored time limit expired (TLE). This changes RRS 35, A4.2 and A5.

(n) Arbitration

(i) Rule 44.1 is changed to permit a boat that has broken a rule of Part 2, Part 4 or rule 31 to take a penalty after racing but prior to any protest hearing. A boat that accepts fault at a mediation hearing will be penalised by having her race score increased by 50% of the difference between the boats actual finishing score and the score for DSQ, rounded to the nearest whole number. Points of other boats shall not be adjusted.

(ii) An arbitration hearing will be conducted for all protests lodged in accordance with rule 61 which allege an infringement of a rule of Part 2, Part 4 or rule 31. Such hearings will be held after the protest being lodged and prior to the protest hearing.

(iii) The time and place of the arbitration hearing will be decided by the arbitrator and such advice may be given verbally. One representative of each boat will attend the arbitration hearing and no witnesses will be allowed. The arbitrator will decide the way testimony is given.

(iv) After taking testimony, the arbitrator will make one of the following conclusions:

The protest does not comply with rule 61 and the protestor should withdraw the protest.

The matter shall proceed to a protest hearing. This may be because rules not suited to arbitration may be involved or because evidence is too complex or divergent or because injury, serious damage or a significant advantage may have occurred or because of the apparent severity of the alleged infringement or for any other reason decided by the arbitrator.

No rule was broken, and the protestor should withdraw the protest.

A rule was broken by one or more of the boats involved, the infringing boat(s) may accept a scoring penalty as detailed above and if so accepted, the protestor should withdraw the protest.

(v) An arbitration hearing shall not be re-opened. No conclusion of an arbitrator shall be subject to appeal or be grounds for redress.

(vi) Should the protest proceed to a protest hearing then the arbitrator may be a member of the protest committee. Any evidence given by an arbitrator during a protest hearing shall be given only in the presence of the parties to the hearing.

(o) Protests and requests for redress

(i) A boat intending to protest shall notify the race committee finishing boat and inform the other boat as soon as practicable after finishing.

(ii) Protest forms are available from the NSWCHSSA Sailing race office. Protests shall be delivered within the protest time limit.

(iii) The protest time limit is 60minutes after the finishing time of the last boat to finish.

(iv) Protest notices will be posted within 30minutes of the protest time limit.

(v) Notices of protests by the race committee will be posted to inform boats under RRS61.1(b).

(vi) Any decisions of the protest committee for the purposes of this regatta is final and no appeal to their decisions will be considered by the NSWCHSSA.

(p) Scoring

(i) The "low point scoring" system will apply (RRS Appendix A) and a time correction factor (TCF) shall be given to each class competing.

(ii) The race score of a boat shall be determined by its corrected time.

(iii) An arbitrary time correction factor (TCF) shall be given to each class competing. 

Corrected Time = Elapsed Time x TCF. The handicap committee may alter class TCF’s during the regatta at their discretion.

(iv) A minimum of 1 race is required to be completed to constitute a series.

When six (6) races have been completed, a boats series score will be the total of her race scores discarding her worst score.

When eight (8) races have been completed, a boats series score will be the total of her race scores discarding her worst 2 scores.

(v) The progressive overall regatta leader and provisional second place will be presented with a leader’s orange jersey and white second place jersey at briefing each day. These jersey’s will be returned to the NSWCHSSA Sailing convener within 30 minutes after the completion of the days racing, to be presented for the following days. Failure to return the jersey within the timeframe may result in disqualification from the race.

(q) Safety regulations & retirement declaration

(i) All skippers must sign on for each race at the NSWCHSSA race office prior to going afloat for the days racing.

(ii) All skippers must sign off after each race within 30mins of the finishing time of the last boat to finish.

(iii) Boats whose skipper did not sign on or did not sign off shall receive a scoring penalty of 10% of the number of entrants in her division. The boat will not be scored worse than a DNF. This will be indicated with ‘SCP.’

(iv) Boats whose skipper did not sign on and did not sign off shall receive a scoring penalty of 30% of the number of entrants in her division. The boat will not be scored worse than a DSQ. This will be indicated with ‘ENP.’

(v) A boat that retires from a race must notify the race committee by signing a "retirement declaration" at the NSWCHSSA race office within 30mins of the finishing time of the last boat to finish.

(r) Prizes

Prizes will be awarded as follows:

(i) Champion school awarded by the Belmont 16ft Sailing Club to a nominated school team with the lowest aggregate points scored in the championship.

(ii) Australian All Schools Sailing Champion to the boat with the lowest points scored overall.

(iii) NSW All Schools Sailing Champion, The Shell Bowl to the NSW boat with the lowest points scored overall.

(iv) NSWCHSSA Champions - awarded to the NSW state school boat with the lowest points scored in each division

Division 1 – Mick Simmons Trophy

Division 2 – ANIO Arnall Trophy

Division 3 – Joint Coal Board Trophy

Division 4 – Bob Fussell Marine Trophy

Division 5 – Belmont Sailability

Interstate Trophy - awarded by Belmont 16ft Sailing Club to the boat from outside NSW with the lowest points scored overall.

Grimley Special Trophy - To the boat with an all-girl crew with the lowest points scored overall.

(v) Medallions awarded to first, second and third in:

Classes with seven or boat boats entered

A miscellaneous group of those excluded from 22.7.1

Perpetual Class Trophies awarded to the winning boat in the following classes if there are 5 or more boats:

(vi) Additional prizes may be awarded at the discretion of the Organising Authority.

A presentation function will be conducted on Saturday 11th April 2015 at 1830 hours.

(s) Insurance

(i) Each participating skipper shall be insured with valid third-party liability insurance with a minimum cover of $10 million per event or the equivalent.

(ii) Liability

Attention is drawn to RRS 4 Decision to Race which states the responsibility for a boats decision to participate in a race or to continue racing is hers alone. All those taking part in this regatta are responsible for the seaworthiness of a boat whose entry is accepted and for the sufficiency and adequacy of its equipment.

(t) Boats racing

All boats in all divisions will be deemed to be racing for the purposes of outside assistance when the preparatory signal or Div 3 is made and sounded. This is because all boats are competing against each other and against boats in other divisions for the Australian Champion and NSW

(u) Support boats

After the warning signal has sounded no support boat, unless directed by the race committee, or to render immediate assistance in the interests of safety, (teachers, coaches or other support personnel) shall enter the racing area or go within 100 metres of any boat that is racing. The penalty for failing to comply with this requirement may be disqualification of all boats associated with the infringing support personnel.

(v) Media rights

By participating in this event, competitors automatically grant to the organising authority and their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the competitors during the period of the competition without compensation.

(w) General rules

(i) Behaviour

Competitors are reminded that strict supervision will be maintained and that any pupil who fails to meet the required standards of behaviour will be disqualified and reported to his/her school principal. Please assist with co-operation in this respect and maintain the excellent level of behaviour established by competitors in the previous championships.

Competitors misbehaving whilst on Belmont 16ft. Sailing Club property will face disciplinary action from the organising committee of the Australian Secondary Schools Sailing Championship, which could result in expulsion from the Championship and/or disciplinary action from their school.

Competitors suspected of consuming alcohol or having alcohol in their possession could face police action.

(ii) Accommodation

It is the responsibility of parents to arrange accommodation for their children who are competing. The organisers accept no responsibility in this regard. Camping is prohibited on the Belmont 16 Ft Sailing club premises.

(iii) Club Facilities

The Belmont 16ft Sailing Club is a licensed club and as such all visitors over 18 years are required to sign in. This may be done in the main entrance foyer.

At all times, a minor (person under 18 years of age) may only enter the club accompanied by a parent or responsible adult or guardian. Minors are permitted in the following areas of the club until 10.00pm Café 16s, Sails Eatery, and all upstairs private function venues. The 10:00pm time restriction does not apply to private functions

All boat trailers when not in use are to be removed from the club car park. All craft must empty salt water on the ramp of the 16ft Sailing Club's rigging area, not on the grass.
